우버의 그레이볼 프로그램

우버가 한국 등 우버 서비스를 합법으로 인정하지 않은 나라에서 법 집행 당국의 추적을 피하기 위해 그레이볼 프로그램을 운영해 왔다고 합니다. 법 집행 당국의 우버 호출을 가려내되, 들키지 않으려고 가짜 우버 택시가 호출되어 움직이는 척하다가 호출을 취소하고 태우지 않았다고 합니다. 그런데 어떻게 그 호출이 법집행 당국의 것(예를 들면 그 호출이 서울시 공무원의 것)임을 알 수 있었을까요?

비밀은 우버 앱의 정보 수집에 있었습니다. 우선 특정 아이디가 정부 사무실 근처에서 앱을 켰다 껐다하는지(앱으로 호출하는 단계가 아닙니다) 파악합니다. 서울시청에서 자주 사용된다면 공무원일 가능성이 높겠지요. 나아가 신용카드 번호가 정부기관의 것인지 파악합니다. 연결된 소셜 계정을 탐색하여 공무원인지 파악합니다. 단속를 위해 구입되는 저렴한 폰의 기계번호를 파악해 두었다가 그 폰으로 호출이 되는지 파악합니다.

우버 앱 서비스를 이용하기 위해 제공되는 정보와 공개된 정보를 결합하면 단속도 피할 수 있습니다. 정보를 가지고 있으면 어떻게 이용할지는 창의력에 달려 있는것 같습니다. 그런 정보 이용을 공무집행방해라고 할 수 있을까요?
